Wise County, Va. — A pursuit involving 47‑year‑old Kenneth Phillips concluded in a fatal outcome early Tuesday, prompting ongoing review by multiple agencies. Phillips had been identified by Scioto County, Ohio, authorities as a suspect in a sexual‑assault case and was believed to be armed and experiencing a mental‑health crisis.
Wise County deputies located his gray Chevrolet Colorado on U.S. 23 and attempted a traffic stop after observing lane violations. Phillips fled, and a coordinated pursuit followed. Spike strips were deployed near Mountain Empire Community College, bringing the vehicle to a stop. Deputies then heard a gunshot and discovered Phillips with an apparent self‑inflicted wound. A firearm was recovered from the vehicle.
